Autorità per le Garanzie nelle Comunicazioni, Commissione per i servizi ed i prodotti (Communication Regulatory Authority, Department of Guarantees and Disputes)
The Department of Guarantees and Disputes of the Communication Regulatory Authority carries out activities of inquiry and inspection on violation of regulations and norms; settles disputes between operators and between operators and users. This Department:
- ascertains that regulations on safeguarding of minors in the
radio-television sector are observed, also with reference to
self-discipline codes adopted by operators and to the guidelines
provided by the Parliamentary Commission for general policy and
superintendence on radio and television services;
- issues regulations on advertising and television-sales and
regulates the interaction between suppliers and network operators and
end-users, including proper use of private information

The Ministry of Communication acts personally as a regulator, as well as practising a policy of coordination, supervision and control in the broadcasting system.
Consiglio Nazionale degli Utenti (National Council of Users)
Established by Law n. 249, 31 Luglio 1997, in full autonomy, it expresses opinions and makes proposals to Agcom, Parliament and Government in order to safeguard human dignity, pluralism, objectivity, completeness and impartiality of information and of communication activities.
Comitato di applicazione del Codice di autoregolamentazione tv e minori (Committee for the Implementation of the Code on TV and Minors)
It has 15 effective members (5 from the main broadcasters, 5 from public authorities and 5 from the Council of National Users) plus 14 substitutes. Its role is to monitor the application of the Code, reprimand those who break the code and to report the most serious breaches of the Code to the Authority of Communications.
The Committee receives the complaints and if they are deemed
relevant, it sends a warning to the interested broadcasters, with a
deadline to present memories or defensive papers.
Law n.112/2004, art 10, 4 legally entitles the Committee to verify and
sanction the application of the Code on TV and Minors together with the
AGCOM.
Comitato di Garanzia Internet e Minori (Committee for the Implementation of the Code Internet and Minors)
The Committee has been nominated by the Ministry of Communication on 18 February 2004. It is the competent body to:
1. support the Internet Service Providers to adopt the Code
2. monitor the application of the code and receive the complaints
3. warn the ISPs in case of violation of the code

Self-regulation bodies
Istituto per l'Autodisciplina Pubblicitaria (IAP) (Italian Advertising self-regulatory body)
The self-regulatory system was set up in Italy in 1963, the year in which the 7th National Conference on Advertising was held. IAP has been set up and funded by the advertising industry to apply code and rules regulating advertising content. IAP receives complaints for investigation, and in case the complaint is upheld, the advertiser will be requested to withdraw or amend the advertisement.
IAP is a member of EASA (European Advertising Standards Alliance).
Comitato di attuazione del Codice TV e Minori "FRT" (Committee for the Implementation of the Code TV and Minors "FRT")
Created in 1993, the Committee is formed by FRT (Private Radio and TV Association) and by 21 NGOs. They have signed a self-regulation code on TV and Minors. The Committee has been set up to apply the code
